Colonel Alan W. Kilbourne serves as the commanding officer of the 183d Medical Group Air National Guard, based in Springfield, Illinois. In this pivotal role he leads the group 's efforts in providing comprehensive support to the 183d Wing within the state of Illinois. Colonel Kilbourne directs the allocation of resources and personnel, focusing on coordinating the health care readiness for service members of the 183rd wing, thereby contributing to the achievement of our national strategic goals. Moreover, he diligently analyzes missions and interprets directives, orders, and guidelines from the Department of Defense and the Air Force, enabling the determination of health care requirements. By ensuring the units preparedness for global operations, Colonel Kilbourne plays a vital role in safeguarding the group's ability to undertake missions worldwide.
Colonel Kilbourne embarked on his military journey in November 1985, initially enlisting as a security specialist. Throughout his commendable service, he fulfilled various vital roles and undertook special taskings during both peacetime and wartime operations. In 2003, he transitioned into a critical care nurse role upon commissioning. Demonstrating his versatility and commitment, Colonel Kilbourne held numerous esteemed staff positions within the 178th wing and Medical Group. These roles encompass critical care transport nurse (CCATT), staff development nurse officer, infectious disease nursing officer, immunizations nursing officer, and accumulated his distinguished tenure as the chief executive nurse officer. In 2017 he assumed the pivotal responsibility of the Medical Services Corps Officer (MSC), dedicating himself to the role of medical readiness and training officer for the esteemed 178th Medical Group in Springfield Ohio.
From April 2020 to April 2022 Colonel Kilbourne served as the joint surgeon general for the state of Ohio, making a significant impact on the COVID-19 pandemic as part of the Army Air medical response. In his capacity as a consultant, he collaborated closely with The Adjutant General, providing valuable insights on manpower resources and capabilities. This partnership was crucial in supporting the Governor 's strategic role and the statewide response, which aimed to provide medical assistance to over 12,000,000 citizens. Colonel Kilbourne’s expertise and contribution played a pivotal role in coordinating and executing a comprehensive and effective response to the pandemic challenges in Ohio.
From July 2022 to January 2023, Colonel Kilbourne was deployed to alluded Air Force Base, assuming the vital role of the Patient Services Flight Commander. In this capacity he demonstrated exceptional leadership in coordinating and providing essential medical services to a significant population with a responsibility that extended to 8000 service members on the wing and 43,000 personnel in the AOR, Colonel Kilbourne played a pivotal role in establishing and nurturing international medical relationships. Through his efforts local services were expanded, ensuring the retention of critical service members, enabling the mission requirements within the region. This strategic approach effectively minimized the need for costly medical redeployments and manning deficiencies.
In his civilian capacity, Colonel Kilbourne has served as a Licensed Social Worker, Mental Health counselor, Critical Care and Emergency Department nurse, special services Nursing Manager and currently as a Manpower analyst and Green Belt process Manager for the 88th Wing.
